In executing this and its other responsibilities, KCAA is guided by the provisions of the relevant statutes, including: the Civil Aviation Act, 2013 and the\u00a0<a class=\"external text\" style=\"color: #000000\" href=\"http:\/\/www.kcaa.or.ke\/sites\/default\/files\/regulation\/The%20Civil%20Aviation%20(Licensing%20of%20Air%20Services)%20Regulations%2C%202018.pdf\" rel=\"nofollow\">Civil Aviation (Licensing of Air Services) Regulations, 2018<\/a>.<\/span><\/p>\n<h3><\/h3>\n<h3><span id=\"Apply_in_Person\" class=\"mw-headline\" style=\"color: #000000;font-size: 12pt\">Apply in Person<\/span><\/h3>\n<ol>\n<li><span style=\"color: #000000;font-size: 12pt\">To obtain an Air Service Licence , one has to complete and submit the prescribed\u00a0<a class=\"external text\" style=\"color: #000000\" href=\"http:\/\/www.kcaa.or.ke\/sites\/default\/files\/forms\/ASL%20APPLICATION%20FORM.pdf\" rel=\"nofollow\">Application for an Air Service Licence<\/a>\u00a0application form to the Air Transport Department offices: Jomo Kenyatta International Airport: Aviation House, Tower B, 2nd floor<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">This form can be obtained by visiting the Kenya Civil Aviation Authority\u00a0<a class=\"external text\" style=\"color: #000000\" href=\"https:\/\/kcaa.or.ke\/contacts\" rel=\"nofollow\">Branch Offices<\/a>\u00a0or by downloading it from their\u00a0<a class=\"external text\" style=\"color: #000000\" href=\"https:\/\/www.kcaa.or.ke\/\" rel=\"nofollow\">KCAA Website<\/a>.<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">After filling the application documents required to submit them to the Air Transport Department offices: Jomo Kenyatta International Airport: Aviation House, Tower B, 2nd floor<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">You are to submit the application documents with all the required documents. These documents include:-<\/span>\n<dl>\n<dd><span style=\"color: #000000;font-size: 12pt\">(i). Operations Statistics (Last one year)<\/span><\/dd>\n<dd><span style=\"color: #000000;font-size: 12pt\">(ii). Audited Accounts for the previous financial year<\/span><\/dd>\n<dd><span style=\"color: #000000;font-size: 12pt\">(iii). Insurance including third party liability<\/span><\/dd>\n<dd><span style=\"color: #000000;font-size: 12pt\">(iv). Air Operators Certificate<\/span><\/dd>\n<dd><span style=\"color: #000000;font-size: 12pt\">(v). Business Plan (New applicant)<\/span><\/dd>\n<dd><span style=\"color: #000000;font-size: 12pt\">(vi). Certificate of Incorporation (New applicant)<\/span><\/dd>\n<dd><span style=\"color: #000000;font-size: 12pt\">(vii). Memos and articles of association (New applicant)<\/span><\/dd>\n<dd><span style=\"color: #000000;font-size: 12pt\">(viii). Source funding (New applicant)<\/span><\/dd>\n<dd><span style=\"color: #000000;font-size: 12pt\">(ix). Any other additional document to support the application.<\/span><\/dd>\n<dd><span style=\"color: #000000;font-size: 12pt\">(x). All copies of attached documents should be certified by an advocate\/commissioner for.<\/span><\/dd>\n<\/dl>\n<ul>\n<li><span style=\"color: #000000;font-size: 12pt\">You should note that generally, all the following minimum requirements should be met for all applications:-<\/span><\/li>\n<\/ul>\n<dl>\n<dd><span style=\"color: #000000;font-size: 12pt\">(a). The entity should be registered in Kenya.<\/span><\/dd>\n<dd><span style=\"color: #000000;font-size: 12pt\">(b). Have a duly registered office and permanent premises in Kenya.<\/span><\/dd>\n<dd><span style=\"color: #000000;font-size: 12pt\">(c). Provide details of shareholders and directors.<\/span><\/dd>\n<dd><span style=\"color: #000000;font-size: 12pt\">(d). Issue at least 51% of its shares to Kenyans.<\/span><\/dd>\n<dd><span style=\"color: #000000;font-size: 12pt\">(e). Provide evidence of compliance with tax requirements.<\/span><\/dd>\n<\/dl>\n<\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">You are also to proceed to pay the prescribed application fees and submit the payment receipt to together with the application documents.<\/span>\n<dl>\n<dd>\n<ul>\n<li><span style=\"color: #000000;font-size: 12pt\">Application fee of US $ 1,500 is charged for new application<\/span><\/li>\n<\/ul>\n<\/dd>\n<\/dl>\n<\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Upon submission of the application documents the authority\u2019s Inspectors will then carry out an in depth review of the contents of each document submitted for regulatory compliance, relevance and scope.<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">After a successful evaluation phase the Authority Shall carry out an inspection of the organisation\u2019s facility, stations, programs, systems and processes to ensure that the organisation declarations and commitments stated in the documents are actually available, functional, are of the recommended standard and that there are qualified persons in the recommended numbers to perform the aircraft maintenance related activities in the organisation different departments and sections.<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">When all regulatory requirements for approval of the license are satisfactorily met, the Authority shall prepare and issue to the applicant the Air Service License that shall be valid for a period of twelve calendar months (12 months) which indicate the approval scope and limitations.<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">The whole process takes a period of 120 days to complete.<\/span><\/li>\n<\/ol>\n<div id=\"DisplayMainAdvert\"><\/div>\n<h2><span id=\"Eligibility\" class=\"mw-headline\" style=\"color: #000000;font-size: 12pt\">Eligibility<\/span><\/h2>\n<ul>\n<li><span style=\"color: #000000;font-size: 12pt\">A person who<\/span><\/li>\n<\/ul>\n<ol>\n<li><span style=\"color: #000000;font-size: 12pt\">intends to provide any air service;<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">intends to continue with an air service whose licence is due to expire;<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">wishes to vary the terms or conditions specified on the licence;<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">is deemed by the Authority to have made significant changes that have a significant bearing on the finances or control of the air carrier<\/span><\/li>\n<\/ol>\n<dl>\n<dd>\n<dl>\n<dd><span style=\"color: #000000;font-size: 12pt\">should apply to the Authority for a licence.<\/span><\/dd>\n<\/dl>\n<\/dd>\n<\/dl>\n<h2><span id=\"Fees\" class=\"mw-headline\" style=\"color: #000000;font-size: 12pt\">Fees<\/span><\/h2>\n<ul>\n<li><span style=\"color: #000000;font-size: 12pt\">Application fee of US $ 1,500 is charged for new application<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\"><a class=\"external text\" style=\"color: Regulatory Fees<\/a><\/span><\/li>\n<\/ul>\n<h2><span id=\"Validity\" class=\"mw-headline\" style=\"color: #000000;font-size: 12pt\">Validity<\/span><\/h2>\n<ul>\n<li><span style=\"color: #000000;font-size: 12pt\">The validity at any time of an air service licence is dependent upon the possession of a valid air operator certificate specifying the activities covered by the air service licence.<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">The validity usually is twelve months.<\/span><\/li>\n<\/ul>\n<h2><span id=\"Documents_to_Use\" class=\"mw-headline\" id=\"Processing_Time\" class=\"mw-headline\" style=\"color: #000000;font-size: 12pt\">Processing Time<\/span><\/h2>\n<ul>\n<li><span style=\"color: #000000;font-size: 12pt\">The processing time is approximately one hundred and twenty days.<\/span><\/li>\n<\/ul>\n<div id=\"DisplayThirdAdvertInArticle\"><\/div>\n<h2><span id=\"Instructions\" class=\"mw-headline\" style=\"color: #000000;font-size: 12pt\">Instructions<\/span><\/h2>\n<p><span style=\"color: #000000;font-size: 12pt\">The applicant should \u2013<\/span><\/p>\n<ol>\n<li><span style=\"color: #000000;font-size: 12pt\">Complete the prescribed renewal application form,<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Submit the completed form with all the required documents.<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Pay the applicable fees and submit the payment receipt.<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Wait for evaluation and inspection by the Authority<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Wait for the processing period to elapse then collect your new Air Service License<\/span><\/li>\n<\/ol>\n<h2><span applicant<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Business address of applicant<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">If the applicant is a company (registered office, company registration no, date of incorporation, operating or business name and address of correspondence)<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Nationality of applicant<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">State the type of service applied for (i.e. whether scheduled air service, non- scheduled air service, aerial work service, flying instructions, etc.)<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">List all other air services operated by the applicant at the time of this application and give the relevant license numbers<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Enumerate particulars of working arrangements that the applicant has with any other company operating an air service<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Financial particulars<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Staffing, organization and kenyanization of company<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Terms and conditions of employment in the company<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Particulars of any experience of air transport operations or any other relevant experience of the directors and senior management employees of the company<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Aircraft and equipment (state the aircraft which you employ or intend to employ on air services applied for giving particulars)<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Liability for loss or damage information<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">Declaration<\/span><\/li>\n<\/ol>\n<h2><span id=\"Need_for_the_Document\" class=\"mw-headline\" style=\"color: #000000;font-size: 12pt\">Need for the Document<\/span><\/h2>\n<ul>\n<li><span style=\"color: #000000;font-size: 12pt\">This allows application\/ certificate allows the authority to regulate activities of maintenance organizations.<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">It also allows the applicant to engage in Air Service in Kenya<\/span><\/li>\n<li><span style=\"color: #000000;font-size: 12pt\">The process is designed to ensure that prospective holder of the Air Service Licence to fully be aware of the applicable Regulations, has satisfied all the requirements and is capable of fulfilling and maintaining the approval standards.<\/span><\/li>\n<\/ul>\n<h2><\/h2>\n<p><span style=\"color: #000000;font-size: 12pt\">In respect of air carriers of other States, the Authority may accept as sufficient evidence, the production of licences, certificates and documents issued by competent authorities in the States of origin regarding the competence, technical and financial fitness of the air
